TOUR OPERATOR Club America Vacations has ceased doing business while 2,000 people are on trips it booked to resorts in Mexico and the Caribbean, the Transportation Department said Friday. The department, which authorizes public tour and charter operators, said in a statement that another 9,000 individuals have paid for trips chartered by Club America but have not taken them. It said Atlanta-based Club America notified the department that it had stopped operating on Thursday.
